Global Report - Second Quarter 2009

Legislative activity during the second quarter 2009 was characterized by attempts to reduce problems created or exacerbated by the economic crisis.

Discussions among the social partners (unions, employers' associations, and government) moved from wage freezes to time off—subsidized and unsubsidized — in order to prevent layoffs. Governments also are taking a harder look at executive compensation, notably severance pay, links to performance, and transparency. With regard to retirement-related issues, governments are juggling short- and long-term measures to address the funding crisis of mandatory and voluntary occupational plans and social security systems. In the health care arena, governments in the Americas, Europe, and Asia are grappling with the issues of access and cost.
