During third quarter 2009, governments have been striving to rebalance the responsibilities of employers, employees, and the state in the wake of the global economic crisis.
 
Legislative activity during the second quarter 2009 was characterized by attempts to reduce problems created or exacerbated by the economic crisis.
 
During the first quarter of 2009, governments scrambled to mitigate the impact of the economic crisis on employees and employers.
 
The fourth quarter of 2008 ended with governments revising their 2009 budgets in light of the economic crisis. Few major systemic initiatives were initiated. The two areas experiencing the most legislative activity as a result of the economic downturn are social security/retirement and taxation.
 
During the third quarter of 2008, governments focused, for the most part, on making moderate adjustments to their employment, social security, and tax systems.
 
During second quarter 2008, legislative activity was dedicated to shoring up employment and social security systems.
 
Governments were clearly preoccupied with the sustainability of their social security old age pension systems and the promotion of employer-provided retirement plans as well as individual savings for retirement.
